Boone County Tenant's Rights and Responsibilities:
This program offers education and counseling for those who struggle financially to help them achieve long-term prosperity. Our goals are to promote financial literacy and financial responsibility, and increase responsible home ownership. HUD-certified counselors cover topics such as budgeting, mortgage and banking information, credit scores, and savings strategies.

Missouri Emergency Rental Arrears Program

The state of Missouri’s new rental assistance program using funding through the Emergency Rental Assistance Program (ERAP) was passed by Congress in December 2020. On February 11, 2021 Governor Parson signed HB 16 into law, which provides more than $324 million in funding for rental and utility assistance for Missourians. Missouri Housing Development Commission will administer this funding under the State Assistance for Housing Relief (SAFHR) program
Missouri Emergency Rental Arrears Program (ERAP) is a separate program from above using  ESG-CV funding authorized through the CARES Act.  This program is open to landlords seeking rental arrears for qualified tenants.

New Horizons owns and operates the following Residential Facilities in Boone County:
Harambee House Residential Care Facility- a 15-bed facility licensed by the Missouri Department of Mental Health and the Missouri Department of Health and Senior Services located at 703 North Eighth Street; Columbia, MO. Rooms are single-occupancy.
Harambee House residents are provided with room, board, routine care, twenty-four hour per day staff supervision, and full Community Psychiatric Rehabilitation Program services.
McKee Street Apartments- a 12 apartment facility located at 1517 McKee Street, Columbia, MO. The residents lease their own apartments and have twenty-four hour per day staff supervision and full Community Psychiatric Rehabilitation Program services.
The programmatic goals of the facilities include the following: assisting the resident to become more functionally independent, teaching daily living skills, shaping more appropriate behaviors, improving interpersonal relationships, stabilizing psychiatric symptoms and utilizing community resources. When residents have developed the skills necessary to live more independently, New Horizons assists them in moving to a new environment.

Payment assistance is a type of subsidy that reduces the mortgage payment, and the amount of assistance is determined by the adjusted family income.
