Services: Housing Choice Voucher applications and USDA Low Income Homeowner applications available.
Home weatherization services to make home more energy efficient, thus cutting down on utility expenses. Eligibility: Total income of less than 150% of federal poverty guidelines. Written permission must be obtained by landlord, if home is not owned by applicant. Cannot be weatherized if home has already been weatherized since 1994. 
Fee: Free to those who qualify.

This program offers education and counseling for those who struggle financially to help them achieve long-term prosperity. Our goals are to promote financial literacy and financial responsibility, and increase responsible home ownership. HUD-certified counselors cover topics such as budgeting, mortgage and banking information, credit scores, and savings strategies.

Fayette Housing Authority provides housing assistance to low income residents through the management of Low Rent Public Housing. This program is income based and the eligibility guidelines are set by HUD.

Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs.Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers. 
Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh start can also accomodate Home Plans for those being released by the Dept. of Corrections.

Halo Home

The HALO Home provides housing for up to 24 month to pregnant, parenting, and non-parenting youth ages 16-21 years old who are in homeless or high-risk situations. HALO defines homeless youth as, “minors who are not involved in the foster care system and cannot live with their biological parents due to situations such as: parents being incarcerated, addicts, physically or emotionally abusive, who take no physical or financial responsibility for their children, or parenting teens who are not welcome to in their parents’ home due to financial burdens or religious beliefs”

Our "First Place" loan program gives first-time homebuyers* the edge they need to purchase a home,
with cash assistance available.
Our MCC program provides income eligible first-time homebuyers* with an opportunity to reduce the amount
of federal income tax owed each year they own and live in their homes.
Our “Next Step” program gives first-time homebuyers as well as non-first time homebuyers the opportunity to purchase their own home with higher income limits and purchase price limits. It also gives the borrower the opportunity to receive cash assistance for down payment and closing cost assistance
If you are a qualified veteran, you do not have to be a first-time homebuyer* to qualify for our "First Place" or "Mortgage Credit Certificate" loan programs (above).



USDA Single Family Housing Direct Home Loans and Guaranteed Loans

USDA Rural Development’s Section 502 Direct Loan Program provides a path to homeownership for low, very-low, and moderate income families living in rural areas (all of Howard County) to make affordable homeownership a reality (a family of 4 can make up to $58,000 in Howard County). This program assists moderate, low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability.  No down payment is required. Payment assistance is a type of subsidy that reduces the mortgage payment, and the amount of assistance is determined by the adjusted family income.
